Federalization of science and technology in Argentina? The researcher career in CONICET (2010-2019)

Abstract

In Argentina, the territorial distribution of the investment and personnel in science and technology (S&T) is profoundly unequal. Over the years, the National Council of Scientific and Technical Research (CONICET) has established as the main S&T agency and its efforts have focused on the training and insertion of researchers. The objective of this paper is to analyze the evolution of the provincial distribution of CONICET researchers between 2010 and 2019, a period crossed not only by a series of measures supposedly aimed at fostering the federalization of S&T, but also by national governments of different political parties. Through the analysis of different statistics and the dialogue with previous studies on the subject, it is shown that the results have been modest in general and uneven among provinces, in several cases with opposite tendencies before and after 2015, so federalization is still a pending task.
